Auditor General Report on Literacy
Released
The Office of the Auditor General of British Columbia has
released its 2007/2008 report: Literacy – Creating the Conditions for
Reading and Writing Success.
The report reviews progress towards the
government’s literacy goals, and in particular, efforts made by the
Ministries of Education and Advanced Education, and a selection of boards
of education.
The report concluded that the government has
demonstrated some leadership in promoting literacy by developing a
province-wide strategy but “the actual cost of implementing its strategy
is still unknown”. The report
states that more could be done to reach out to potential literacy
learners and that better support through data and funding is needed, as
well as improved monitoring and performance reporting.
In particular, the report noted that the expanded
mandate of boards of education will bring improved coordination of
literacy efforts at the community level.
The report recommends that:
1.
Ministries, boards of education and post-secondary
institutions work together to develop greater use of community literacy
services.
2.
The Ministry of Education develop
implementation plans that are supported by better data and costing on the
needs of the populations being targeted.
3.
The Ministry of Education provide
appropriate support to boards of education (guidance and resources) in
the development of their literacy plans.
4.
Boards of education develop literacy plans in the
context of the provincial strategic framework, and in consultation with
key community organizations.
