Provincial Council
Provincial Council is composed of BCSTA’s Board of Directors plus one representative elected from each member board of the Association. Representatives are elected from each board annually (between Dec.1 and Jan.15). If a trustee ceases to hold office during their term as provincial councillor, the board elects a new representative.
The Council meets three times per year – once at the AGM and two other times on dates set by the Provincial Council, normally October and February. Additional meetings may be held at the request of the Board of Directors or of one third of the membership of the Provincial Council.
Duties and Powers of the Provincial Council
Under BCSTA bylaws, Provincial Council may:
- approve the annual budget of the Association, the total fees to be collected form member boards, and the criteria for determining individual member fees.
- approve payment of honouraria to members of the Board of Directors, and for criteria for payment of out-of-pocket expenses of BCSTA officer, Provincial Councillors and staff when involved in Association business.
- regulate its own meetings.
- establish interim policies of the Association and making decisions on emergent matters between AGMs.
- authorize the Board of Directors to acquire or lease property.
- direct the Board of Directors regarding the investment of funds, and establish limits on the Board of Directors’ borrowing powers.
- provide financial and other assistance to EduServ, BC Educational Support Foundation and other nonprofit organizations.
- advise the Board of Directors with respect to its conduct of the business of any other organization of which it acts as Board of Directors.
- establish ad hoc committees of the Association, and their terms of reference.

Observers
Observer are welcome at our Provincial Council or AGM. There is a designated area for observers at our meetings. However, in order to ensure that sufficient space and materials are available, observers are kindly asked to notify the BCSTA office of their intent to attend a meeting. Observers may not participate or ask questions during Provincial Council and AGM
