Hiring and assignment of staff
As the employer of all district staff, the board, through its budget processes, is responsible for determining how many staff will be hired in the various categories. Legal requirements also set some boundaries, e.g., class size limits as established in the School Act and contracting out limits set out in collective agreements.
Under the School Act, the board is responsible for appointing its officers: the superintendent, secretary treasurer, assistant superintendents, directors of instruction (if any), principals and vice-principals. In practice, some boards formally delegate hiring of all officers to senior staff, with the exception of the superintendent.
For most boards, selecting a superintendent is an infrequent occurrence. However, with many senior administrators approaching retirement age, the pace of superintendent hiring has picked up over the past few years.
Most boards contract with professional search firms to help with this process. Nevertheless, the final responsibility for selection rests with the board itself and board members must be prepared to devote considerable time and energy to this task.
